Intro: Wesker hangs on to a ladder suspended from a helicopter while holding a metal case. He then jumps off and puts the case aside

Idle Animation: Cracks his neck for a moment

Notable Palette Swaps: Wesker has his default look from Resident Evil 5. In addition he has an alternate palette similar to his STARS uniform and the outfit he wears in Umbrella Chronicles. Another palette resembles his "cosmic" version.

Walk animation: Wesker walks forward with his arms folded behind his back

Run Animation: Runs forward in a blur, leaving a smoke like aura behind himself and swinging his arms

Dizzy Animation: Grits his teeth while holding the side of his head

Edge Grab: Grabs with one hand, having a smirk as if he still has the upper hand

Other Info: Smash attacks have the potential to knock Wesker's sunglasses off. Wesker can also jump off of walls

Basic Attacks:
A,A,A: Does a punch, a roundhouse punch, and then a spinning kick
Forward+A: Thrusts both palms forward
Down+A: Swings his forearms while crouching
Up+A: Does a jumping uppercut
Dash+A: Thrusts a knee forwards, then follows this up with a diving kick
Air+A: Wesker does a spinning kick
Air Forward+A: Wesker dashes forwards in mid-air, hitting with his forearms
Air Backward+A: Wesler spins around with a slashing kick that leaves behind an afterimage
Air Up+A: Wesker teleports up with a rising uppercut
Air Down+A: Wesker teleports downwards and stomps his feet down
Edge Attack: Teleports onto the ledge while facing it, then kicks forward towards his opponent's back

Smash Moves:
Forward+A: Thrusts one hand into the opponent's chest
Up+A: Kicks straight upward
Down+A: Crouches, then dives forward with a kick

Grabs:
Neutral: Wesker grabs his opponent and lifts them up by the neck
Grab+punch: Wesker tightens his grip
Forwards+Throw: Punches towards the chest, then kicks toward it
Down+Throw: Wesker slams his opponent to the ground, then fires down at them with his gun
Back+Throw: Throws his enemy to the ground then kicks them away
Up+Throw: Teleports into the air, then kicks his enemy away

Special Moves:

B (Samurai Edge): Pulls out a gun and fires forward. This can be fired downwards in mid-air
B + Forwards (Phantom Move): Wesker can teleport back and forth repeatedly. He can attack opponents with palms, kicks, and uppercuts upon reappearing
B + Up (Madness Missile): Wesker teleports upwards, then throws a missile diagonally downwards  
B + Down (Seeker): Wesker places a Seeker robot on the ground, which moves back and forth across flat surfaces. If it touches his opponent, then a Hunter will jump out of nowhere and slash at them

Final Smash:

Uroboros: "You are nothing to me!" Wesker punches the ground, causing a cyclone of Uroboros tendrils to swirl around himself

Taunts:

1: "Try harder" Wesker smirks and adjusts his sunglasses. If his sunglasses were knocked off, then he puts a new pair on
2: "I'll play with you for now." Widens his stance and looks forward
1+2: "I expected better." Shrugs and shakes his head, his eyes shining for a moment

Winposes:

1: "I'll put you in your place." Crouches forward with one hand on the ground, slowly looking up
2: "The right to be a god...belongs to me." Looks away and clenches his fist
3: "I will claim the spoils for myself." Holds a metal briefcase and adjusts his sunglasses
(vs Chris/Jill) "It appears our fates are forever intertwined." Crosses his arms and smirks

When Chosen: "A new age is at hand."

Snake Codec:

(Snake) Colonel, tell me what you know about Albert Wesker.
(Colonel) Sadly we only have so much info from the files we've recovered, but I know that your not going to have an easy fight against him.
(Snake) I heard he was involved in the incident with the Spencer mansion in the Arklay mountains, which was closely tied to the outbreak at Raccoon City.
(Colonel) From what we do know Wesker was the former commanding officer of the STARS Alpha team. He betrayed them acting as a double agent for the Umbrella Corporation.
(Snake) But he betrayed them as well.
(Colonel) Correct, he's not one to be trusted. He has some hidden agenda, but his true motives are unknown at this time.
(Snake) What I really want to know about are these abilities he has and how to counter them. They're just inhuman.
(Colonel) Focus Snake. You have little resources on hand, but you need to use the environment against him.
(Snake) Got it. I'll see if I can disorient him and get him to lower his guard. Let's just hope he doesn't throw a Nikita missile right back to me.

Palutena's Guidence:

(Viridi) Pit...Be sure to hit this guy extra hard for me?
(Pit) Why? Is he a particularly bad guy?
(Viridi) Only the worse! Albert Wesker here once tried to infect the whole world with a parasitic virus! I mean isn't there enough outbreaks going on in this day and age!
(Pit) So if he had his way it would be like the forces of the Underworld were around 24/7!
(Viridi) Not to mention all the trees and animals it will affect! Zombie dogs are so~ totally uncute!
(Pit) I'm more than willing to make any red eyes under those dark sunglasses see the light, but gonna be hard with him moving so fast.
(Viridi) That's a result of him experimenting on himself, so along with being an all-around schemster you've got your work cut out with Wesker.
(Pit) Well he can't run forever! Every enemy has their weak point!

Stage: Underground Lab

The stage begins on a platform similar to the main atrium of the underground lab from Resident Evil 2. The catwalks eventually recede and the platform drops down until it reaches background resembling Resident Evil 5's Tricell facility with capsules lined up in the background. The U-8 monster eventually jumps onto the platforms side and clings on, doing damage if its claws land on players. The creature eventually jumps back and the platform rises up to repeat the process

Adventure Mode Enemies:

Zombies- Zombies stagger forward when players are in range, attempting to grab on and bite into them. Unlike ReDead they are easier to knock down, but make up for it by appearing in groups

Cerberus- These zombie dogs often jump out of nowhere and attempt to lunge at players in range. Some are even covered in flames
I've been considering doing a Resident Evil character for some time now, but I finally got around to it. I went with Wesker since no one's done him before and to make up for his absence in my other projects before recently. There's a little from his recent MVC3 incarnation here, but I also wanted to set it apart from that.

i think the adventure mode boss should've been el gigante from resident evil 4
